That's Marie Osmond. Richie was at a wedding in Vegas. The groom works with Marie's dolls, so they went to the doll signing.

Nice photo. Richie looks great!

I have heard him say in some interviews that he is single, so maybe they aren't in a committed relationship. They could be friends with "benefits"

Apparently, I'm available, and I'm a brunette. My husband saw I had the dvr set for ET. Then another promo for the show came on. He said "that's why your taping ET, why don't you just run off and marry Richie already!" Bob really shouldn't tempt me like that lol!
