I'm using paint.net. It's a free download. Only have to google it. Little advice: doesn't matter which program you will use, you have to play around with it for a while to figure out how to use it. And sometimes good things happen when you do it...like this:

I use the free version of Paint Shop Pro that came on my computer...but it's not as good (or I'm not as good...not sure which) as some of the ones I've seen. The animation program I use to make the "motion" stuff is made by Jasc....(the same people that made PSP)...it was about $40 way back when I got it....it's called Jasc Animation Shop 3. You can buy it from their website and download it....I got it several years ago, and every time I've had to re-install it...they've sent me the link to do it for free...because they've kept my info.
